Application Components / Modules

EM Systems offers numerous application modules that can be customized or integrated with other systems. Our modules interface to DCJS, NYSPIN, and RICI and are able to fulfill URC NYS reporting requirements. All solutions are compatible with GIS/Crime Mapping Systems, Mobile Data Terminals and Regional / National Crime, and DMV databases.

Some options for consideration are discussed in this section and include:


Bicycle Module Return to Top
A bicycle module can be added to register and track stolen and lost bicycles. System can be integrated into LEMS Property Module and Records Management System (RMS).

 

Bulletin Board System Return to Top
The purpose of the Bulletin Board System is to share messaging information within the LEMS environment. System feature may include:

  • Posting of messages for all system users review.
  • Real-time notifications via status bar.

 

Court Interface Return to Top
The court community has been working for several years on the development of functional standards to support court automation. Interfaces to court systems can be established to transfer information between LEMS and the court. Arrest and Summons data is sent to court. Disposition information is retrieved.

 

Crime Analysis / Mapping Return to Top
Crime mapping provides law enforcement agencies with a powerful tool to aid in crime control and crime prevention efforts. Geographic Information Systems (GIS) create digital representations that enable users to examine data analytically, not just visually. GIS can help law enforcement agencies identify crime “hot spots” upon which to focus resources. Crime mapping can help law enforcement identify the underlying conditions that give rise to crime problems, as well as assess the effectiveness of responses to those problems. The Crime Analysis / Mapping system:

  • Export selected complaint information based on dispatch code.
  • Import data into map and plot on a map.

 

Data Links to DMV, DCJS, NCIC or NYSPIN Information Return to Top
Data links allow the user to locate information from other data systems and is designed to allow the user to:

  • Run a standard information data inquiry against the outlined databases.
  • Provide a complete history of data inquiries.
  • Detect possible errors as generated by outlined systems failure.
  • Enter records into New York Statewide Police Information Network (NYSPIN) system (e.g., stolen vehicles, warrants, stolen/recovered guns, etc.).

 

E-911 / 911 Interfaces Return to Top
Connection between the phone company and E911 imports caller name, number, and location data from phone company records directly into the application. The system:

  • Quickly links 911 with records management.
  • Imports caller info from the phone company.
  • Retrieves and links history of the caller with location or event.

 

Evidence / Property Control System Return to Top
The purpose of the Evidence / Property System is to collect, maintain and track physical property for reasons of evidence, safekeeping, found property, or other lawful purpose. The system:

  • Utilizes the existing LEMS database table structure including the master name, associated persons, complaint, users, personnel, vehicle, and property tables.
  • Utilizes bar coding system and prints out bar code labels detailing property item information.
  • Employs a bar code scanner for property sign-ins and sign-outs.
  • Links to the associated persons in LEMS to import or tie property to the appropriate person.
  • Tracks property from entry point to final disposition including chain of custody.
  • Generates property receipts based on owner, officer, or acquisition date.
  • Provides notification of disposed cases through the LEMS Arrest disposition module.
  • Provides an audit trail of all data modifications and who made the change.

 

False Alarm Tracking / Billing Return to Top

  • Interfaces to the dispatch program to track all false alarms.
  • Generates warning and fine letters.
  • Tracks billing address and incident addresses.
  • Tracks payments.

 

Image Capture and Document Imaging Return to Top

  • Imports and tracks scanned documents and images by complaint number, arrest number, and name.
  • Links to appropriate modules in LEMS.

 

Mapping Return to Top

  • Interface to Dispatch system to map all calls.
  • Ability to generate crime maps to appropriate reports in LEMS.
  • Intelligent map layer generator – cross references suspects/parolees with known crime types.

 

Messaging and Chat Applications Return to Top
Messaging and chat applications are included in the various LEMS modules and allow for silent dispatching and communications with call takers, dispatching personnel, and mobile units in the field.

 

Missing Persons Return to Top
A module is included in the Records Management System (RMS) for tracking missing persons. The system allows for entry / tracking of detailed information on the missing person including personal identifiers (age, sex, race, etc.), date last contacted, parents names, blood type, etc. Information on aliases and associated persons is also maintained and the system provides for inclusion of images of the missing person.

 

Mug Shot Module / Photo Lineup Return to Top
The Arrest Module provides for processing a police lineup by which a crime victim or witness's identification of a suspect is confirmed to a level that can count as evidence at trial. In the lineup, the suspect, along with several other individuals of similar height, complexion and build are provided to a witness for identification.

 

Multi-Window Screen Display and Operation Return to Top
The purpose of the multi-window display is to provide several overlapping screens and windows for data display and possible entry. This will permit quick access to information to facilitate efficient operations by emergency personnel. The multi-window screen display may include the following features:

  • Allow multiple forms to be simultaneously accessed and displayed.
  • The system will allow the user to easily and reliably switch between multiple data elements on each form. For example, if the user is working on a particular complaint and needs to dispatch a new call, he can switch to the Dispatch screen and start a new complaint and dispatch that call, and then return to his original complaint to complete his work.
  • A forms list manager will maintain all open windows, which is accessible at anytime. Selecting an entry in the forms list manager will immediately activate the chosen window.
  • Forms can be minimized to clear the screen to allow easy access to other forms. Any form can be easily restored to normal size by clicking on it or selecting it from the forms list manager.

 

Order of Protection Return to Top

  • Part of Arrest Module
  • Tracks all order of protection information based on Petitioner, Respondent, and all associated addresses.
  • Integrates into LEMS / CHARMS to notify dispatcher of possible order of protection based on names and addresses.

 

Parking Summons System Return to Top
The purpose of the Parking Summons System is to collect and maintain parking summons information, produce associated reports, and generate over due notices. System feature may include:

  • Store and manage all necessary data fields associated with the parking summonses.
  • Interfaces to any appropriate LEMS table structure, as may be necessary, including the master name.
  • Affords appropriate and quick access to individual summonses by searching any of the following fields: Tag Number, Date of Violation, Location of Violation and Disposition or payment date of any fines for the summons.
  • Verification of information and data entry for the following fields:
    • Issuing Officer Entry by Badge Number
    • Violation Section Number – A separate parking violation list is maintained.
    • Vehicle Model, Style, and color Fields.
  • Allows for configurable violations and associated fines.
  • Options to enter payment information and print receipts if required.
  • Automatically inserts expected fine amount and allows for user override if necessary.
  • Stores name and address of vehicle registrant.
  • Prints overdue notices with the following options:
    • The notice generated will be based on a user-defined form letter.
    • Will automatically insert name of registrant in appropriate fields and locations of the form letter.
    • Will insert information about all open or not disposed summonses by vehicle registration and list appropriate expected fines.
  • Products reports based on date range, tags issued, tags paid, and tags not paid.

 

Parking Tag System Return to Top
EM Systems current Parking Violation program has the capabilities of tracking and maintaining parking tickets and payments information. The program has an option to run Department of Motor Vehicle check directly from the program. This option provides the capabilities to run Driver License, Plate and VIN checks. The Parking Violation system can be interfaced to the DMV data checks module. This interface will allow for plate checks to be automatically run from the Parking Tag system and for vehicle registration data to be retrieved directly into the Vehicle Registration module. The system includes a feature for tracking all parking permits, including issue dates and automatically calculates expiration dates for the permits.

 

Personnel System Return to Top
The purpose of the Personnel System is to manage information regarding police department employees. The Personnel System:

  • Maintains department personnel information including personal data, medical conditions, contact numbers, etc.
  • Capture and/or import photo images to generate and print photo ID’s.
  • Maintain personnel time owing by category including compensatory, vacation, sick, and personal.
  • Generate summary reports associated with employee time owing calculations.
  • Maintain and track promotional information / performance reviews.
  • Maintain all training courses taking by employees and expiration dates for applicable courses.
  • Maintain and track all weapon and equipment issued to department personnel.
  • Generates associated reports.

 

Quarter Master Application Return to Top
The Quarter Master Application (QMA) was developed to assist officers in issuance of and accounting for personnel supplies and materials. Features are provided in the QMA application to handle the processing of orders as well as maintaining relevant data on all items that can be purchased through the system.

 

Sex Offender System Return to Top
The purpose of the Sex Offender System is to manage information related to sex offenders. The system:

  • Tracks information on sex offenders and when they have to report in.
  • Can be interfaced to LEMS to generate warning based on name and address.

 

Summons System Return to Top
The Summons System captures all summons information and links to the master name file as well as the system law file. Reports are generated based on time, violation, location, and officer information.

 

Towing System Return to Top
The purpose of the Towing System is to manage information regarding police authorized towed vehicles such as the reason for tow, towing location, etc. The system:

  • Utilizes the existing LEMS database structure including the master name, users, personnel, and complaint tables.
  • Stores and manages necessary data fields associated with the vehicle, owner, driver, and towing company.
  • Integrates into the LEMS Dispatch and Complaint Control forms.
  • Auto populates the complaint memo field with towed vehicle information.
  • Generates police authorized vehicle tow releases.
  • Affords appropriate and quick access to individual summonses by searching any of the following fields: Date of Tow, Location of Tow, Owner, or Driver Name.
  • Verification of information and data entry for fields including:
    • Issuing Officer Entry by Badge Number
    • Towing Firm involved
    • Vehicle Model, Style, and color Fields
  • Generates towing reports based on a combination of complaint, location, officer, tower and date information.
  • Data Entry Fields meet all minimum standards as defined by the State of New York or National Crime Information System standards.
  • Provides an audit trail of all data modifications and who made the change.

 

Vehicle Registration Return to Top
This module will track all the registration information of the vehicles and links to the customer information module to track the person responsible for the payments.

 

Warrants (Federal, State, and Local) Return to Top
A warrant file has been set up in the system to specifically cover arrest warrants, bench warrants, criminal summonses, and even the application of warrants. This file also keeps information regarding the eventual disposition of the warrant including withdrawals and denials by the Judge to issue the arrant. Complaint information is also entered. A report is available to list the warrants.
